Barnes retains a remarkably complete set of everyday services for a neighbourhood of its size. While much of central London has seen independent tradespeople replaced by chains or lost altogether, the village character of SW13 has helped sustain a network of practical businesses that residents rely on daily. Many of these are located along Barnes High Street and Church Road, the two principal commercial strips.

Library
Castelnau Library, at 75 Castelnau, SW13 9RT, is the local branch of the Richmond upon Thames library network. It is open Monday, Tuesday, and Friday from 09:30 to 18:00, Wednesday from 10:00 to 19:00, and Saturday from 09:30 to 16:00; it is closed on Thursday and Sunday. The library offers free Wi-Fi, children’s Story Time and Baby Rhyme Time sessions, and a recycling point for small electronics. Policing
Barnes does not have a traditional police station. The area is covered by the Metropolitan Police’s Barnes Safer Neighbourhood Team, which is based at Lowther School, Stillingfleet Road, SW13 9AE. A separate team covers the Mortlake and Barnes Common ward. Non-emergency matters can be reported via 101; emergencies via 999.

Barnes falls within the London Borough of Richmond upon Thames. The borough council provides waste collection, recycling, planning, parking, and social services. The nearest council offices are in Twickenham. Richmond Council maintains several online services for residents, including council tax payments, planning applications, and environmental reporting.
Community Centres
The Barnes Community Association is based at Rose House, 70 Barnes High Street. The OSO Arts Centre, a 130-seat theatre and community venue overlooking Barnes Green, occupies a converted postal sorting office at 49 Station Road, SW13 0LF. First leased for community use in 2000, it hosts theatre, classes, exhibitions, and community events. The Barnes Green Centre, near the pond, is another venue available for local groups and activities.
The Independent Character
Barnes’s services reflect the area’s broader pattern of independent ownership. A 2014 survey found that 96.6% of shops in Barnes were independently owned. This extends beyond retail to services: many of the dry cleaners, repairers, and tradespeople are long-established local businesses rather than national chains. Residents frequently note that the village retains the kind of practical high street that has vanished from much of London.
